Discouraging Dog Devocalization Act

Section 1: Findings

1. "Debarking" surgical procedure deprives dogs of the ability to perform a normal behavior.

2. "Debarking" surgical procedures do not not address the underlying reasons for unwanted barking.

3. "Debarking" can present serious health and welfare consequences for dogs.

Section 2: Definitions

1. "Debarking" is a surgical procedure performed on dogs whereby tissue is removed from a dog's vocal cords for the purpose of making a dog's bark less loud.

2. When performed on dogs, the ventriculocordectomy and vocal cordectomy procedures shall be considered "debarking" for purposes of this statute.

Section 3: In General

1. No person, licensed professional or otherwise, operating in interstate commerce shall perform a "debarking" procedure by any means on a dog in Atlasia, except when deemed to be medically necessary by a licensed veterinarian.

2. For the purposes of this act, the term "medically necessary" means the necessity to address the medical condition of the animal, such as an existing or recurring illness, infection, disease, injury, or abnormal condition in the dog's vocal cords that compromises the animal's health, when non-surgical interventions have failed.

3. "Debarking" procedures must be performed under anesthesia.

4. It shall be prohibited to require the debarking of Dogs as a condition of real estate occupancy.

5. Violation of this statute shall result in a $15,000 fine for each violation.

Section 4: When Effective

1. This act shall take effect thirty (30) days after passage.

1. As used in this act, lawful obscenity means any fully or partially obscene material, obscene performance, or material or performance which is obscene as to minors, as defined by Atlasian and Regional law, where applicable, which is protected by the Atlasian Constitution.

It shall be unlawful for any person, including but not limited to entities to publish or broadcast any lawful obscenity over the internet, unless the root domain identifier of the website hosting the lawful obscenity terminates with .xxx. ICANN shall reserve the terminating root domain identifier .xxx for websites hosting lawful obscenity.

3. Any computer, smart phone, tablet, or similar device that can access the internet and is owned, leased, or funded by the federal government, including but not limited to work devices, devices provided to members of the military, devices accessible to prisoners, and devices provided to colleges, schools, libraries, and museums shall be required to contain software that automatically blocks websites with a root domain address terminating with .xxx. This provision shall not apply to devices used by the Department of Justice pursuant to an investigation.

4. Any computer, smart phone, tablet, or similar device that can access the internet and is owned or leased by a contractor of the federal government for the purpose of fulfilling a federal contract, including but not limited to contractors under the Stopping Sino-Espionage Act, shall be required to contain software that automatically blocks websites with a root domain address terminating with .xxx.

5. A violation of this act shall be a misdemeanor punishable by disgorgement of any profits, imprisonment for no more than 1 year, and a fine of $10,000 per violation.

6. This act shall take effect 90 days after the date of passage.

SENATE BILL


to stand with the people of Cyprus.

Be it enacted by the Senate of Atlasia assembled:

SECTION 1.

1.  This Act may be cited as the “Act of Solidarity with Cyprus”.

SECTION 2. RESOLUTIONS

1. The Republic of Atlasia recognizes the right of the people of Cyprus, including the whole of the eponymous island, to exist in peace and return to their ancestral homes.
2. The Republic of Atlasia reaffirms its support for a peaceful solution to the Cyprus conflict, putting emphasis on ethnic reconciliation between Greek and Turkish Cypriots.
3. Atlasia disavows the Turkish policy of sending settlers to Northern Cyprus and demands these settlers be repatriated at the earliest possible convenience.
4. Atlasia demands the full withdrawal of all Turkish military forces from the island of Cyprus and immediate cessation of natural resource extraction within the Exclusive Economic Zone of Cyprus.

SECTION 3. LIMITATIONS
1. No funds shall be appropriated or otherwise made available for assistance to the Government of Turkey if Turkey continues to send settlers to Northern Cyprus or increases its military footprint on the island of Cyprus.
2. Military aid suspension shall be lifted at such time the Secretary of State determines the Government of Turkey is in compliance with this act and international humanitarian law.

Persuant to Senate Rule, Article I, Section 4, I initiate a Motion of No Confidence against acting PPT LouisvilleThunder for the following reasons:

1. For improper conduct as Deputy PPT. During SB-117-18: Stop the Harassment Act, LouisvilleThunder acting contrary to the Senate rules, attempted to illegally count an amendment vote that was at least 9 hours late to influence the result to his desired outcome (turning a defeat of the amendment into a tie). As Deputy PPT he had to be overruled, and cannot be trusted to act as an impartial PPT.

2. For displaying partisan hubris unbecoming of a PPT.

3. For not resigning his position as acting PPT in order to restore Wulfric to the positon of PPT, when Wulfric only lost the position and he only gained it due to two seperate technicalities.

Should this motion be successful, I intend to nominate Wulfric as PPT.

Chagos Islands Resolution

It is hereby the official position of the Republic of Atlasia that the Chagos Archipelago is a part of the Republic of Mauritius and not a British Overseas Territory. 1) The Atlasian Tax Code shall be modified to create a "Hunter Tax Credit"

2) To qualify for the Hunter Tax Credit, a federal taxpayer must:
-Have a Social Security number
-Be over the age of 18
-Have obtained a valid hunting license in their respective state of residence

3) The value of the Hunter Tax Credit will be $50 and will be a refundable credit.

Section 3. Implementation:
This bill will take effect before the next Tax Day

Default Party By-laws Act

Applicability
1. This default by-laws promulgated in this act shall apply to any federal party founded after the enactment of this act or any current federal party without any by-laws.
2. The default by-laws mentioned in this act may be amended or removed by a party at any point, provided such amendments are done according to a party's rules

2. Nomination periods for any party officials must run at least 24 hours. This period cannot be waived except by unanimous consent of all party members.
3. Votes for Party Officials must be kept open for at least 48 hours. This period cannot be waived except by unanimous consent of all party members.
4. Votes for Proposed by-laws must be kept open for at least 48 hours. This period cannot be waived except by unanimous consent of all party members.
