It is impossible for humans walking the Earth to know for certain whether someone is in Heaven or Hell.  But, the Bible clearly says that only people who accept Christ as their personal Savior are in Heaven.  I'm not God, so I don't know which people who profess Christ were genuine and which people who did not profess Him accepted Him on their deathbeds.
