Quite a brave and unexpected move.  According to the article, Daryl Jones is not a nonentity; he was rejected by the Senate in 1998 to be Secretary of the Airforce.  He also supported Rod Smith in the Democratic primary.  Actually, I expected Davis would name Smith as Lieutenant Governor but Jones sounds like a good choice.  If he won the office could he go onto to challenge Mel Martinez in 2010?  An interesting what-if; surely the first election between a Hispanic and an African American in a majority White state?

Lieutentant governor appointee, not lieutenant governor.  I could not for the life of me figure out what state this was.

Smart move. Davis will need a high Black turnout to win. The main reason Gore nearly won Florida was that there was a record Black turnout that year.
