i. This bill may be known as the “Combatting Prostitution Act”

Section II. Substance
i. The Ho's Gotta Grind Act (S.19.1-26) is repealed, effective immediately.

I disagree with the 13th Session's decision to pass this act. I believe Prostitution should be either banned regionwide, or regulated at the local level. This bill as written would revert control to local jurisdictions, but I am open to amendment that would introduce a regional ban on Prostitution.

I fully support this bill and would also support a regionwide ban on prostitution

Prostitution is a bad thing, and I would be open to signing a regional ban on it.

I'm presently not sure how encompassing we would want a regional ban to be (namely in terms of whether there should be any attached criminal penalties and to whom) - do any delegates have any suggested amendments on the matter?

Perhaps a ban on paying for and getting paid for sex, and a fine of $5000 or so for each such case? Granted this is a 'soft ban' if anything else, I dunno if apetite in the chamber is for something more strict than this, or less.

This bill as written would revert control to local jurisdictions, but I am open to amendment that would introduce a regional ban on Prostitution.

I support this bill, but believe that it is far too moderate for the needs of the Southern people. I believe that there must be a proactive effort not only to ban hookers, but also blackjack, which is a scourge on the state of public morality.

Therefore, I propose the following amendments to the bill:

Rename bill to "Combatting Blackjack and Hookers Act"

Add subsection ii to Section II: All card games making use of the number "twenty-one"(21) shall be deemed illegal and each instance of the playing, provision, and/or quartering of such games shall be punishable by a fine of no less than $5000, as well as a federal supermax prison sentence of no less than seventeen(17) minutes, but no more than thirty-one(31) minutes.

Add subsection iii to Section II: The song "Hoedown Throwdown" by Hannah Montana shall be designated as an officially proscribed musical performance within the Southern region, and any instance of its playing or listening shall be punishable by a fine of seven (7) cents.

Feel free to adjust the language as needed.

I agree with banning prostitution. It's a moral ill and if I want a prostitute, I can just fly to Amsterdam on taxpayer dollars.

Blackjack is a great game and I will not stand for it being banned. It's one of the most balanced card games when you go to a casino. If anything, Blackjack should be expanded to being taught in schools as it teaches kids mathematics and probability in a fun and entertaining way. Just because you suck at blackjack does not mean it should be banned. I OBJECT to this amendment, and offer my own amendment in return:

II. One week in 5th grade Math shall be dedicated to teaching children the probabilities of winning in different card games, and shows how the house has a greater chance of winning in most of the card games.

Respectfully, it is my understanding that the South should be a haven from the heathenry of those other regions, which were seemingly created with the intent of "creating their own provinces, with blackjack and hookers"! I am deeply concerned by DTC's demonstration of support for Lincolnian/Fremonter sentiments, but I will concede that he also makes some excellent points regarding the educational value of blackjack for teaching our impressionable children about the importance of responsible and mathematically-informed gambling. I therefore present a modified amendment.

Rename bill to "Combatting Blackjack and Hookers Act"

Add subsection ii to Section II: All card games making use of the number "twenty-one"(21) shall be deemed illegal and each instance of the playing, provision, and/or quartering of such games with any of the following: (i) a house edge of greater than one and one-half (1.5) percentage points as established through rigorous statisical analysis; (ii) play resulting in outcomes less optimal than basic strategy; or (iii) payouts of less than 3:2 for blackjacks, shall be punishable by a fine of no less than $5000, as well as a federal supermax prison sentence of no less than seventeen(17) minutes, but no more than thirty-one(31) minutes.

Add subsection iii to Section II: Two (2) weeks in 5th, 6th, 7th, and 8th grade Math shall be dedicated to teaching children the probabilities of winning in different card games, and demonstrate how the house has a greater chance of winning in most of the card games. This teaching shall cover basic blackjack strategy, the effect of various rulesets on the house edge, and is not required to, but is encouraged to provide a basic understanding of advantage play and card counting.

Add subsection iv to Section II: The song "Hoedown Throwdown" by Hannah Montana shall be designated as an officially proscribed musical performance within the Southern region, and any instance of its playing or listening shall be punishable by a fine of eight and one-half (8.5) cents and one (1) slap on the wrist.

I hope that this modified amendment is sufficient to address DTC's concerns adequately and I respectfully seek his cooperation in further changes.

I see no reason to address gambling in this bill. That can be a seperate bill later if there's any desire from delegates to see restrictions on gambling. I will not support the amendment.

I'm also inclined to favor this bill having a smaller scope.

I am confused and deeply disappointed by the incursion of such un-Southern attitudes towards the moral morass that blackjack and hookers pose to the stability of our society and way of life. If we ban hookers, we must also ban blackjack. I urge the people's representatives to accept the will of the people to prevent blackjack and hookers from taking hold within the minds of both our impressionable children and our less mentally-resilient adults, lest we descend into a never-ending spiral of turpitude and damnation.

Motion for a final vote

Banning prostitution can be discussed in a different bill. We should just repeal the old one while we still can.

The bill has enough votes to pass, delegates have 24 hours to change their vote.
