2000 Census.  436 representatives, with DC included.

NJ 15; RI 1.

States with fewer than 0.7 representatives combined with neighbor. 

ME, NH, VT with MA
DE with MD
WV with KY
ND, SD, MT and WY
AK with WA
HI with CA

CA, NV, AZ, NM, TX, FL, NJ, NY would gain representation.
CO, IL would stay equal.

Edit: if adjacent small states could gain representation, they were combined without a large neighbor.  In this case, the 4 northern Mountain and Plains states were combined independent of Idaho.

Keep em coming, please. Also, you could enlarge the scale of the undertaking, and also publish maps by race, immigrant status, etc. Lack of proper plumbing facilities maybe? Smiley

Edit: Northern Plains split off from IA, and AR-MS from LA.  Changes in rounding gave additional seats to MA and SC.
