He was a grossly incompetent mayor. Famous for taking a vacation during a city weather crisis (Ted Cruz anyone?) and accepting bribes in exchange for cutting sweet tax deals for UPMC.
He literally only ran for the position so he could get free Steelers tickets and rounds of golf from lobbyists. Peduto was establishment but he was such a breath of fresh air in terms of actually caring about the job and city residents.

For LA- John Alario, Democrat in the state house from 1972 to 2010, and supposedly switched to Republican, but he was still Democrat enough to be president of the state senate for JBE's first term and was responsible for a lot of our corruption before he got term limited, leaving in 2020
