I ask because in those years the Republicans won Cuyahoga county but by a narrow enough margin that Cleveland could have voted for the democrats or in 1924 the progressives. Does anyone know?

He died in 1908.

Oh, the city.  I’d be stunned if McGovern didn’t carry Cleveland, since he lost Cuyahoga County by only 2%.  It probably voted Republican throughout the 1920s.   IIRC, Harding and Coolidge carried all 12 of the nations largest cities.  As for 1928, not sure, but I’m guessing Hoover since he carried Ohio by such a large margin.  I don’t know about the 1950s.
