I'd consider something a fair map if it was focused on the other ideals of redistricting like compactness or communities of interest. Redistricting around incumbent protection or partisanship, while potentially leading to balanced results, is specifically gerrymandering around some desired outcome. The issue that I see is our electoral and two-party system and partisanship, which intertwine to create a process where the ideological cores of both party's push mismatched candidates into general elections that win because they are buoyed by fear of the opposing side.

Is my map fair? Newport County, which requires water contiguity, is in RI-02 for compactness. RI-01 covers almost all of Providence County, except for a small area RI-02 needs to cover for fairly even population distribution.

A map with one safe blue, Providence-based district, and one more rural, conservaitve district that went for Biden but by single digits.

Ik Oklahoma county is split previously for the less partisan purpose of giving Tinker AfB to cole who had another military base.

Yeah but obviously as far as I see on Wikipedia its been done for atleast 50 years. I wonder what the original intention was.

I looked through historical CDs and found out RI had 3 districts from 1913 to 1933 all 3 of which have providence.

1933 sees 2 which also splits Providence. Its probably similar to NH where Republicans also decided to split the urban areas to dilute the Catholic/Democratic vote. RI Dems had a revolution in 1935 and I guess they kept just like NH Dems would keep the current CDs.

The COIs on my map are largely based on northern and southern regions of the state. Providence is split, but it makes RI-02 safer. Only two Providence County municipalities are in RI-02. Most of Providence County and Bristol County are in RI-01.

Providence being split is kind of a "tradition" that refuses to die, it dates back to when it was a much larger city and was larger than the population of a single district. Remember that Rhode Island has had two districts...basically forever. So while this map might come across as a bit irritating it's no surprise.

Yeah, of course. It would take a bad Dem candidate, a stellar GOP candidate or some significant trends. But you know, pushing the PVI above D+10 is something I'd have expected a dominant state party to take care of.
