The slogan in itself isn't particularly racist, however the context and the people who use it are

I don't think it's racist and there are instances in which it or a similar slogan is appropriate. However, it should not be used in response or as a retort to Black Lives Matter.
Assuming it’s even in that context even 20% of the time is naive. It’s awful. We need effective law enforcement and its as if you have to be racist to have it when you say it usually.

"Blues Lives Matter" is not inherently racist.

But to deny "Black Lives Matter" certainly is racist.

To not acknowledge that black lives matter, or to say "all lives matter" as a recourse when you hear about blm, is racist.  To support ideals in contrast to the Black Lives Matter movement is racist.

Further, the Blue Lives Matter movement participated in the January 6th terrorist attack and aligned themselves with racist groups in a direct attempt to overthrow the United States government.

Anything trying to contrast or distract from credible and actionable racism is racism. Sorry if this makes me sound like a SJW, a socialist, a racist myself(a lot of people are getting insanely good at “he who smelt it dealt it”), or whatever but as Americans, we have very compelling and selfish reasons for dealing with this. There are those here that are circling us like vultures over the issue. You know who they are here.
