i. The title of this Act shall be the "Keeping Atlasian Newborns Yearning and Enthusiastic Act", or simply as the "KANYE Act."

Section 2
a. Every woman who has a child in the Republic of Atlasia shall receive a sum no less than and not exceeding $50,000, cash, once the baby is born.
b. Should she provide evidence that she was considering an abortion, but did not go through with it, she shall receive a sum no less than and not exceeding $1,000,000, cash.

This is not a terribly workable bill, unfortunately, and section 2(b) has a lot to do with that. A reminder that this was previously struck from the legislation queue on grounds of impracticality. All that said, I am obviously open to amending this if that is at all possible.

2(a) seems as if it basically guarantees some level of monetary child support aside from the obvious incentive of $$. Don't we have plenty of legislation on the books that covers that already?

This was originally a meme but I introduced this in the hopes it might spark a discussion. Because I'm not against a policy like this at all. I have a vague recollection of Spark introducing something similar in one of his childcare bills, though a) that may have been on the regional level and b) not all of them were signed into law. Will have to go check on that as well.

I am very confused at what this bill is supposed to do, to me it seems like it has two possible purposes and both are bad:

The first possible purpose is to be some sort of childcare payment, but with everyone from the wealthiest multimillionaires living in gated cities to the downtrodden lower classes getting the same amount, such a payment seems like an awfully inefficient way to do this. If you actually want to have childcare, just create a new government agency and make it a new welfare program.

The second is to promote population increase. We aren't Japan, so I see no real reason to do this, if anything, smaller families should be incentivized. The world population is growing at an unsustainable rate and we will begin to see food shortages quite soon, first in LDCs, but eventually, yes it will spread to us here in the first world. I'd in fact suggest disincentivizing having children by doing things like expanding education, expanding access to birth control, reproductive health, and contraception, and creating tax credits for smaller families or for choosing not to have children at all.

I highly urge the House to not pass this.
