So, after some thinking, I'm fine with some parts of this and not others, thus an amendment

An individual shall apply at a at a drivers license facility to get or renew a Gun License, where they shall —
(1) undergo a universal comprehensive background check;
(2) pass a mental health test issued by a psychologist, if they have a history of mental health issues;
(3)(2) show proof of passing a gun training and safety course at a drivers license facility or on a drivers license facility website; and
(4) pass a gun safety exam at such drivers license facility.

(f) Driver's licenses facility. —

The Bureau of Firearm Safety and Licensing shall provide to drivers license facilities the necessary courses for gun training and safety, accessible both —
(1) at the drivers license facility; and
(2) online.

(g) Waiting period. —

An individual shall not receive a gun license for the first time no sooner than one week (168 hours) after applying for one.


(g)(h) Failure to comply. —

An individual that shall violate Subsection (a) may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.

I suppose I could support a bill with everything in the original one but the assault weapons ban reinstated (with a specific definition of an assault weapon), but I would not go much further than that.

Amendment for consideration after Wulfric's, given the historical link between mental health and gun violence removing the need to pass a mental examination sounds frankly idiotic, to put it bluntly.

After some research, silencers make it very hard for police to locate active shooters, gunshots should remain loud so police can find these people and apprehend them in time.

Objection. A mental health examination does not provide and cannot be used to deny a constitutional right.

Quite frankly, someone who has poor mental health should not be able to use a gun. Guns are extremely dangerous, and we have seen numerous instances where people with mental health issues have committed acts of gun violence, rejection of this amendment is frankly just asking for trouble.

Objecting to the AGA Amendment for the purpose of getting a vote on it.

We will now proceed to a combined vote on the amendments with votes pending. If both are adopted, we'll iron out discrepancies later. I've trimmed both proposals down to the changes they make from the OP for visibility:

I believe the repeal of the ban on silencers is very bad policy, silencers make gun shots much quieter which make it very hard for police to find active shooters during shooting incidents, this could prolong the duration of the shooting and lead to more deaths, I believe the silencer ban should be reinstated.

NAY, this bill will create more mass shootings and our children will most certainly not be safe, I highly urge a NAY vote on the final bill as the only responsible course of action. A Yes vote will be irresponsible and could possibly mean blood indirectly on the hands of the legislature. Vote NO to protect our schools, our communities, and our homes!

I'll note that the ban on semi automatic handguns aka pistols is taken from federal law, if this passes, it is in contradiction of federal law and someone will sue to overturn this law.

It’s very disappointing that this passed, this is among the worst bills that I’ve debated in my Atlasian career.

This bill is so watered down that it barely removes more gun control than it adds. You have yet to provide any evidence that it would actually increase deaths.

The removal of the handgun ban is very alarming, as handguns contribute to a significant amount of deaths. Also 10 years is way too long for a license renewal period.

It’s very disappointing that this passed, this is among the worst bills that I’ve debated in my Atlasian career.

This bill is so watered down that it barely removes more gun control than it adds. You have yet to provide any evidence that it would actually increase deaths.

The removal of the handgun ban is very alarming, as handguns contribute to a significant amount of deaths. Also 10 years is way too long for a license renewal period.

Semi-automatic handguns are so widespread that banning them would just create a black market where there are no background checks available. Banning such a common weapon also runs into constitutional concerns (see the RL case DC v. Heller). Requiring a license to be renewed every three years wouldn't have much effect unless you are confiscating guns from people without a license, which would lead to way too many shootouts with law enforcement and was thankfully stopped by this bill. Renewing a license every three years just seems like a pain.

I guess this is where we disagree. I strongly disagree with the logic in DC v Heller and believe it was a bunk partisan where five right wing judges perverted the meaning of the second amendment. It is the worst decision of this millennium and we will feel its consequences for decades. Also I do support gun confiscation for those who don't own licenses, and it being a pain is good, maybe that will convince people to give up their stupid guns.
