I knew someone in high school who was obsessed with Boris (being around the end of his tenure as Mayor of London) who often thought about this idea. However, the man renounced his American citizenship in 2017 for tax purposes, and only lived in the US very briefly after his birth, so he's pretty clearly decided to close off that path.
