It occurred to me that we might want some kind of penalty mechanism to enforce section 3 when providers fail inspection. Any ideas on how to go about it?

$500 million just on climate disasters seems a bit too low given many natural disaster in the region cost more in damage.

Presidents do declare disaster areas IRL to allow FEMA money to the impacted area and invokes significant coordination between the president and local authorities to so yea including the president in a “regionally declared disaster” makes sense.
