It's a heavily white lower-middle-class county in rural non-Appalachian Ohio. It would be more surprising if it didn't have a strongly Republican voting history.

Is there any equivalents in PA, IL, MI, even Northeast places like NJ, NY?

Is also worth noting that it has, much like the rest of non-urban Ohio, shifted dramatically rightward for Trump. The county had only a 3.5% Republican lean in 2008, and only point and a half or two more four years later. Under Trump it shifted suddenly to the mid-teens.
