Emphasis on "former:" their vaccination wouldn't be a part of the Continuity of Government operations, & so would only be permissible under the current DC guidelines if they had medical vulnerabilities or if they were given leftover doses that were already thawed & needed to be used within a certain amount of time or else they were going in the trash.

Obama also explicitly said back in Dec. that he'd only get it once he was eligible to do so, so I highly doubt he was just lying & opted to use his prestige & skip the line.
