Southern National Guard Act
1. The Adjutant General's office is hereby established to administer federal-regional relations, internal and external security and the Southern National Guard.
2. The Adjutant General shall be lead the office and shall be appointed by the Governor without legislative consent.
3. All current defense forces regionally operated in the South shall be combined to form the Southern National Guard, including, army, air, naval, space and other defense forces. All state national guards shall remain intact.
4. The Governor shall have the authority to activate and regulate the Southern National Guard and specific state national guards as necessary for domestic and international threats, natural disasters or other purposes.
5. All components of this act shall be funded through the defense portion of the Southern Budget.
6. This act shall take effect immediately upon passage and signature by the Governor or other legislative process as outlined in the Southern constitution.

With Fremont recently establishing a regional national guard, I combed through our statue and looks as though we need to establish and organize one as well. This act does that and forms the Adjutant General's office, which is the title used in Kansas and other states. Our budget already allocates money towards defense so this has no price tag, merely centralizes and better organizes our regional forces in the event of another external attack from another region (or country), as well as any internal/natural disaster crises. I yield to questions.

I have some level of concern for the autonomy of current state-level national guards.
What would you suggest as a solution? I understand the concern, but seeing as how the region is the lowest level of legislative jurisdiction in the game, I felt some sort of organization was necessary. Any sort of directives/measures would come from the regional governor so all state national guards would respond to them, not state governors, as NPC elections don't have a legislative or practical effect (yet) on the game.

Ideas:
Something clarifying that each state will continue to have separate national guards and the new Southern National Guard is an additional structure superimposed on top, heavily impacting their operations.
Something stating that the governor has the right to institute uniform regulation affecting each and every component of the Southern National Guard, short of actually abolishing them.

My main concern is that state-level national guards would be effectively abolished wholesale, but I recognize the validity of your rationale for this bill.

Amendment that hopefully addresses concerns made. I don't think wording needs to be added prohibiting the Governor from abolishing the National Guard. Since this act establishes it, it would take another act from the Chamber to abolish.
