Bush would have won easily in 2002 and 2006.

He might have run for President again in 2004, but it's more likely he runs in 2008, and wins this time, amid the economic recession.

Probably runs up to 2006, then runs for president in 2008 perhaps.

2002, then after that he either runs for the Senate or goes into the private sector for the sake of setting Jeb up for 2004 or 2008.

I don’t think Jeb! ever could have won the presidency, so that would be a mistake. Dubya was 10,000 times more charismatic than his brother.

That's true, but also keep in mind part of what sunk Jeb in 2016 was the fact that he had been out of office for a decade and failed to stay relevant and the fact that he was tainted by his brother's Presidency. Factor both of those out, he's in much better shape for a 2004 or 2008 run after four to eight years of Gore.
