Sure. My company doesn't request them for most positions, but I suspect that's because the field and metro area are small enough that each posting only receives a few applications once you screen out the obviously unqualified. We'd probably have a different approach if every posting got 100 reasonably qualified applicants.

I have hired people without a cover letter.

It's bordering on pretentious to think that the difference between candidates comes down to a cover letter.

Really after a genuine and friendly person in the work place who gets the job done.
