Not sure why Trump himself would be included if the scenario posits Trump not running, nevertheless...I made my choices off of "if this person ran, would they win" rather than "do I think this person runs" because it's obvious a few of these folks will not run in 2024 (or ever, possibly):

Don Jr
Ivanka
Pence
Desantis
MTG (whom I struggled with, but I think she is crazy enough to capture that Trump support and squeeze her way into the nomination just out of the Trump base's proclivity for "triggering the libs")
Cruz
Rick Scott
Josh Hawley
Boebert (see MTG)

Great chance: Donald Trump, Ron DeSantis (if Trump doesn't run), Ted Cruz (if Trump doesn't run), Tucker Carlson (if Trump doesn't run)

Moderate chance: Donald Trump Jr., Rick Scott, Josh Hawley, Marjorie Taylor Greene, Lauren Boebert, Mike Lindell

Small chance: Ivanka Trump, Mike Pence, Mike Pompeo, Tom Cotton, Tim Scott, Nikki Haley, Sean Hannity, Greg Abbott

No chance: Rand Paul, Marco Rubio, Lindsey Graham, Sarah Palin, Ben Carson, Mike Lee, John James

Less than no chance: Charlie Baker, Larry Hogan, Elise Stefanik, Dan Quayle, Mitt Romney

In the event Trump and DeSantis end up not running for whatever reason, Mike Lindell and Tucker Carlson are two darkhorses who could win the nomination from Cruz, Cotton, or Hawley by running as an outsider. Don't doubt them just because they aren't politicians, people who doubted Trump made the same mistake.

Best to least chance in my opinion if Trump doesn't run. If Trump runs the GOP cannot stop him for the nomination.

I don't think Trump Jr or Ivanka have any real shot at the nomination. Junior is too unstable (even compared to his father), and I think the GOP is far too bigoted to put any woman at the top of the ticket (although Ivanka as VP seems plausible to me as something someone cutting a deal with Trump for his backing might do).
