The Woodlands wasn't established until 1974, so it's pretty much guaranteed that it's never gone Democratic. I don't know how developed the area was prior to then, but I doubt it was that much in that stage of sprawl development.

Montpelier is extremely Democratic leaning, Trump didn’t even get 10% of the vote there. I think it’s possible it hasn’t voted for a Republican since Eisenhower in 1956.

Barring the obvious doubt surrounding Republican landslides, 1960 was still a major rout for Nixon in the state outside of Burlington and its environs, so I highly doubt that JFK won Montpelier.
