When I was researching Syria, I would come across some pretty obscure local Arabic reports speculating on the potential whereabouts of some of these guys on the terrorist list. I figured, even if it wasn't worth the full $10 million, giving at least a list of a four or five suspect sub-districts should be worth at least like a Starbucks gift card.

Yes, it is amazing that some ethnic minorities become 95% of participants in foreign countries for certain types of crimes.

For example, the majority of the cocaine market is controlled by Albanians.
