Even people who aren't "internet savvy" can at least send an email, so yes.

He probably checks Internet news and email pretty frequently, though I doubt he spends much times on any kind of social media

Biden is apparently fluent, or at least proficient, in emoji: He has been known to react with a thumbs-up to some links texted to him.

At this rate, he'll be opening a pdf in no time.

He rang Donald Trump last week from the Oval Office asking for the Wi-Fi password.

Donald said:

"Go F%#*k Yourself".

To which Joe replied:

Long time and now former IL House Speaker Madigan was famous for having no personal email or other electronic account. He allegedly never had a cell phone, even serving as Speaker for two decades into the 21st century.

Is that a smart way for hiym to doge federal wiretapping indictments(basically any time conducted over the internet fall under the federal jurisdiction) I remembered the my legislature used to request certain documents be delivered personally rather than by mail to avoid attracting federal charges
