Apologies for the late-ness of this (I've been away, and without net access, for a week).

I've greatly reduced the power of the Governer over a potential Moot.

We have four things on ze ballot this month:

Mideast No-Bid Contract Ban Bill

1. Neither the Mideast regional government, nor local level governments, nor corporations majority owned by the above shall award contracts or concessions to individuals or corporations without an opportunity of fair competitive bidding.

2. Existing contracts or concessions that violate section 1 shall continue to be valid, but will require competitive bidding shall the contracts be renewed.

Legalization off Prostitution Proposition
Section 1: Prostitution shall be legalized in the Mideast region, save where specifically prohibited by state or municipal law.
Section 2: All prostitutes must be over the age of 20 years, and must sign a legal statement that their actions are voluntary.
Section 3: Prostitutes are forbidden to have customers under the age of 18. Any state, county, or municipal statuatory limitations will also apply.
Section 4: State and local governments shall have the right to regulate the prostitution industry, including for health and safety purposes. Such regulations may include, but are not limited to:
    - Requiring use of a registered location while engaging in business (ie forbidding 'street work');
    - Requiring mandatory drug and venereal disease tests;
    - Mandating use of contraceptive devices during business activities;
    - Implementing limits on prostitution stricter then those specified in Sections 1 to 3 of this act.
Section 5: Where no state or local regulations exist as per Section 4, the following regulations shall be followed:
    - Female prostitutes engaging in sexual intercourse with a male customer will be required to either use pregnency-prevention contraceptives (including birth control, a condom, or a diaphragm) or sign a legal document beforehand waiving the right to seek child support from the customer.
    - Female customers engaging in sexual intercourse with a male prostitute will be required to either use pregnency-prevention contraceptives (including birth control, a condom, or a diaphragm) or sign a legal document beforehand waiving the right to seek child support from the prostitute.
    - All prostitutes shall be required to utilize condoms during any sexual activity, unless both the customer and the prostitute sign a legal statement waiving any right to legal action if a venereal disease is transmitted through the act.
    - Prostitutes shall be required to obtain testing for venereal diseases, including HIV, once a month. If a venereal disease is detected, the prostitute is forbidden from seeing further customers, until and unless the disease is no longer present or is in a noncommunicable stage.
Section 6: The Mideastern Regional goverment, as well as state, county, and municipal governments, shall hav\e the right to tax the services given by the prostitution industry.

Mideast Maps Bill

The Governer shall be responsible for commissioning or producing official maps of the Region.

Fifth Amendment

1. The Governer shall have the power to call an Assembly of all Citizens that shall be known as the Moot.
2. The Moot shall have the power to propose, debate and pass legislation. It shall also have the power to make recommendations to the Governer.
3. The Governer shall be able to dismiss the Moot at a time of his choosing, if he has the proven support of a majority of Citizens.
4. If a majority of Citizens sign a petition calling for a Moot, then a Moot shall be called whether the Governer wants one or not.
5. A Moot called by the People cannot be dissolved by the Governer, but may vote to dissolve itself.

It's been 72 hours hasn't it?

In which case, voting hath closed. Only six people voted Sad

A quick count indicates that all things have passed, I'm tired now so could be wrong. A proper count will happen in the morning. As will other things to do with them.

And it occurs to me that it should be 6th not 5th amendment. Doh.
