I think it's hard to judge on just one scale, because his presidency is marked by extremes. There were very bad and very things. Negative on balance, though, because Watergate had such lasting impact that undermined public confidence in the government for decades.

If you ignore Watergate, you're still left with one of the most evil and destructive presidencies in US history. Anything higher than an F is absurd

The sabotage of peace talks in the closing days of the 1968 campaign was actually worse than a few unprofessional crooks breaking into the Watergate complex to wiretap the DNC Chair's telephone and its subsequent cover-up.

Contributed to the moon landing, pulled us out of Vietnam, opened up relations with China, created the EPA. Still a bad president because he was a racist crook, but not abysmal.

Enormous foreign policy accomplishments, but that's obviously cancelled out by Watergate and his general corruption. It evens out to a C.

D. Outside of OSHA, opening diplomatic relations with China, and the Salt treaty (big accomplishments though), his Presidency was terrible. The Democratic Congress deserves most of the credit for the EPA, and his handling of the economy was awful and the downed economy Ford presided over was the end result of his poor handling. Their was also his unnecessary and illegal escalation of the Vietnam war, his sabotaging of the Peace talks in 1968 in order to prevent Humphrey from pulling an upset, and of course Watergate and all the long term damage that caused.

I use to be one of those "aside from Watergate, Nixon was a good President" people, now, especially after living through the Trump Presidency, I am not.
