In 1993 during the U.S. mission to Somalia a Black Hawk helicopter is shot down. President Bill Clintion makes the decision to rescue the troops who are trapped, however in the aftermath of this instead of pulling U.S. troops out altogether he decides to stay the course and attempt to destroy Aideds millta things go wrong again as U.S./U.N. forces get bogged down in an insurgency. This begins to take a toll on Clintions popularty how does the election of 1996 turn out?

The Republicans in Congress also suffer as they are really unable to offer an alternative to the War in Somalia and still please their pro-military base.  Therefore, Ralph Nader runs as an anti-War candidate.  Ross Perot also runs.

Dole/Kemp 38% 263 EV
Clinton/Gore 38% 257 EV
Nader/LaDuke 20% 15 EV
Perot/Choate 4% 0 EV

Perot acts as a spoiler in this race, costing Clinton the West Coast, but nearly wins CA, OR, WA, NY, RI, HI and ME.

The election is thrown to the House which elects Dole.

No way that Weld ever agrees to be a ticket with Buchanan.

Your scenario also forces Buchanan to run as the "peace candidate"-highly unlikely for a conservative Republican.

Buchanan is crazy isolationist, he'd actually be a good peace candidate.

With Buchanan's stances on Foreign Policy, He would be a good canidate he could make the case that Clintion got us into a war where America did not belong in the first place.

There's no way Buchanan could EVER defeat Bill Clinton, even with those opinion poll figures Clinton could beat a candidate like Buchanan.

What happens if Bush Sr. decides to run for president again? this time with Dole as his running mate.
