Somewhat politically useful compared to them not being there

This, but I can't say I'm fond of these types of people themselves. The impression that I get is that they're mostly "new economy" people to whom life has been fairly kind.

Actually the first people who came to mind for me are African Americans moving from Northern inner cities and the Rust Belt to make a better life for themselves and their families.

I wasn't familiar with that phenomenon but I looked it up and you're absolutely right. Those people are FFs, of course.

That makes them good people, rather than being resentful and consumed by petty jealousy.

If you think the only people who are resentful and consumed by petty jealousy are people who have good reasons to be, then maybe Marin County is a chill-vibes hippie utopia.
