Seventeen Republicans, Bernie Sanders and Angus King all voted Present?

I imagine most of the Republicans would have voted no if there was no Present option, and Sanders might have voted no from the left, but why did Angus King vote Present here?



No, Not Voting means Absent. Nine Republicans were absent from the first vote. Sixteen Republicans, Feinstein, Sanders, and King were absent from the second vote.

If someone actually showed up and voted present, that would be listed separately. Here, it's just 9 senators just not caring enough to show up for the first vote, and 19 not showing up for the second.

How much longer until all government positions are (practically) filled? Hadn't Obama finished by mid-2009?
