Romania could put their coat of arms on, or recognise their Hungarian and German minorities somehow (fat chance of the latter though).

Not many Germans left anyway.

Of course the pre-1989 Romanian flag was distinguished from Chad's in the way you suggest.

Unironically not the worst idea, but I'd be skeptical of Romania's willingness to swallow the poison pill of tolerating (or dealing with) Transnistria.

I suppose a mildly interesting question is why Chad didn't go for the "pan-African" colour scheme.

Probably the same reason they keep their current flag, which is the current flag's lack of association with any political faction. There likely was one or more factions at independence who used the pan-African colors as their own. Chad truly is one of those leftover collection of colonial lines on a map, which is one reason Gaddafi thought he'd be able to annex northern Chad.

On the other hand, it was Romania that changed its flag to the same as Chad's after the fall of Ceausescu.

On a different note, why do so many countries go for 3 colors?
