It's interesting the Wikipedia article doesn't even list the 2000 election as possible realignment election. But there is one major factor: The map didn't change much since 2000. There were some exceptions like Indiana 2008 and the Rust Belt in 2016; and some battleground from 2000 moved more in one direction (Ohio and Iowa; Colorado and Virginia) but overall there has been remarkably little move. There are several states Democrats didn't win since Bill Clinton in 1992/96. At the same time, there are several states no Republican won since George Bush senior in 1988, the last victory for Republicans before 2000.

In election night coverages, I often heard pundits saying the 2000 gave us the red and blue states, which is certainly true for the most part. Should 2000 therefore being considered a realignment?

I agree. 2000 definitely gave us the template for all maps which have followed, with only a few changes around the edge. 1992 set these patterns outside of the South.
