I'm not sure us being in a shutdown has much of an effect, as Lumine doesn't seem to be writing about it. But if the Council wants this in law, not going to stand in the way.

To be fair, I was not aware of this situation until today - I can only track so many events, never expected a region would be in a three month shutdown either -, but a shutdown is an extremely serious matter and, although its economic impact (as opposed to political and domestic fallout) is on the realm of the Comptroller General, I'll certainly take this situation into account ASAP for the next update.

(In light of this, I'll also have to start tracking funding for each region)
