As 538’s Atlas of Redistricting points out, the deck is stacked heavily in favor of Democrats against Republicans in this state. All legally permissible maps would have two solidly Democratic seats, with Republican success only possible in national Republican tsunamis. The only variable is where the diving line will be drawn between the two districts is drawn.

How successful is the district that is "rest of the islands" historically in electing someone not from Oahu?

Represenative-elect Kai Kahele is from Hawaii (Big Island) but as far as I'm aware Tulsi Gabbard, Mazie Hirono, Ed Case, Patsy Mink, and Daniel Akaka are/were all from Oahu? Ed Case grew up on Big Island though.

If I remember correctly, the two districts drawn in 2010 still have nearly exactly equal populations as of 2019 estimates?

Hawaii Reapportionment Commission approved new maps on an 8-1 vote. Only a few precincts were shifted from the two districts. Probably one of the least exciting redistricting cases this cycle.

Also the one in your state, and also RI's (RI's isn't over yet, I think, but it's still going to be very dull and have the exact same end result as HI - 2 solid Democratic seats).
