Generally he was a fairly conservative congressmen and has been active in republican party politics ever since however he has had some moderate views and has had some positions that would deviate from conservatism. Or does he believe in whatever the wind blows?

He is basically a crazy guy who has a lot of ideas he doesn't think through and tosses out there as policy.

He once supported an individual mandate, planting a moon base and wanted action on global warming sitting with Nancy pelosi
Almost everyone (including literally all 100 Senators) supported an individual mandate before Obama’s Presidency, planting a moon base is probably for “national security” reasons, and he was a RINO on the environment before he realized that he could weaponize ideological purity. In 2006, he figured that he was retired, so he didn’t have to hide his true feelings on the environment.

It wasn't a moon base. He literally wanted to make the moon the 51st state. And it was awesome.
