Why is the turnout so low? A huge majority of Virginia jurisdictions have record breaking turnout.

It was 83k in 2016 and 91k now.

That’s a sizable increase of almost 10%.

the certified votes is only 89k i think... that's still very low for a city of 242,000 people

I think there's a high level of military personnel that are considered to be stationed there, but where they register to vote (if they vote) could vary considerably.  Kind of like college students.

A lot of Virginia is growing quickly, which contributes to the massively higher vote totals. Norfolk, in contrast, is shrinking.

Yeah it's weird, I noticed this too once. Neighboring Chesapeake for instance has had a bunch more votes each election than Norfolk for at least the past 2 decades, even though it's had a smaller population up until maybe the past year or so.  Some military voters not being registered here might be a part of this but I don't think it explains it completely.

Norfolk pop: 245k.  2020 voters: 90k.  military pop: 16%
VA Beach pop: 450k.  2020 voters: 228k.  military pop: 9%
