Be it enacted by the Parliament of Frémont assembled;

Section 1. Title

This legislation may be cited as the Frémont Healthy Soil Act.

Section 2. Establishing a Healthy Soil Program in Frémont
1. The Frémont Healthy Soil Program is established, under the purview of the Frémont Department of Agriculture, to promote and support farming and ranching systems that increase soil organic matter and water retention to improve the health, yield and profitability of the soils of the region.
2. $15 million shall be appropriated to fund this program.

Section 3. Definitions
1. "Healthy Soil" means soil that increases its organic matter and improves its structure and water- and nutrient-holding capacity;
2. "Soil Health Principles" include:
(a) keeping soil covered;
(b) minimizing soil disturbance on cropland;
(c) maximizing biodiversity;
(d) integrating animals into land management, including grazing animals, beneficial insects or earthworms;
(e) addition of new trees, which do not produce fruit, to a prairie or agricultural landscape.

Section 4. Healthy Soil Education Program
1. The Department shall collaborate with regional, state, and tribal entities with expertise implementing healthy soil programs to:
(a) encourage farmers and ranchers to undertake voluntary soil health measurements;
(b) raise awareness about desirable soil health characteristics;
(c) facilitate on-site workshops to promote soil health principles;
(d) complete a baseline soil health assessment by testing the organic matter and microbiology of soils.

Section 5. Healthy Soil Grants
1. award grants to assist farmers, ranchers, and educators in advancing soil health principles;
2. grants shall be awarded equitably with priority given to young producers, small farms or ranches or for projects that benefit economically or socially disadvantaged communities;

Section 6. Administration Priorities
1. In administering the program, the department shall support local economic growth and shall:
(a) identify ways to increase the generation and use of compost to build healthy soils;
(b) support the emerging market for food grown in Frémont under management for healthy soil.

Section 7. Effectiveness
1. This act is effective immediately upon passage.

to raise revenue for the fiscal year of 2021 and thereafter

Section 1 (Title)
i. The title of this act shall be, the “Property Tax Act.”
ii. As it appears in this legislation, “taxable holdings” shall refer to all land and other real estate in Frémont except that which is classified as farmland.
iii. As it appears in this legislation, “taxable parties” shall refer to holders of land and other real estate whose total taxable holdings are valued in excess of three million dollars ($3 million).

Section 2 (Property Tax)
i. Taxable parties shall be assessed a property tax payment equal to the sum of
(a) 1% of the purchase price of all residential property; and
(b) 1% of the market value of all other property.

Section 3 (Implementation)
i. This act shall take effect with the 2021 fiscal year.

"a. building a light rail line creating a bus rapid transit line from West Mesa to the Albuquerque Sunport, via Old Town Plaza, the ABQ BioPark, downtown, and the University of New Mexico; (alternatively, this route could be covered by bus rapid transit)
b. building a high speed commuter rail electrified line running from Albuquerque to Las Cruces with stops in Los Lunas, Socorro, and Truth or Consequences. An extension to El Paso will also be considered, in cooperation with the Southern Region.

This will be annoying as hell, but I come from Nuevo México and I'm trying to bring home a little bit of bacon.
It can be united to Truman's amendment if rules allow it (I'm new to this).

^ I support the fundamental principle at work here, but the issue is not when the elections will be held, but when the terms of the elected governments in these states end; otherwise we find ourselves in a position where there is no governor or legislature for either the states of Arizona, Colorado, or Washington.

If the senator would agree, I would submit the following amended bill:

Section 2 (Extending the terms of incumbent governments)
i. The governors, legislators, and local officers elected between July and December 2020 shall remain in office an additional month after the expiration of the ordinary six-month terms to which they were elected, and the dates of the election of their successors shall be adjusted accordingly.

This legislation may be cited as the Defend Your Head Act.

Section 2. Procedures for Responding to Concussions and Head Injuries
1. Any student who exhibits symptoms of a concussion or head injury while participating in an athletic practice or competition shall be removed from the practice or competition by either:
(a) The individual who is serving as the student's coach during that practice or competition;
(b) The individual who is serving as the student's athletic trainer during that practice or competition;
(c) An individual who is serving as a referee during that practice or competition.
2. A student who is diagnosed with a concussion is prohibited from engaging in any practice or competition or any physical activity at school, including physical education, until the student is evaluated by a licensed health care professional and receives written clearance from the licensed health care professional to participate in physical activity. The licensed health care provider evaluating the student may be a volunteer.

Section 3. Requirements to Coach or Referee Interscholastic Athletics
1. No school shall permit an individual to coach or referee interscholastic athletics unless the individual presents evidence that they have successfully completed, within the previous three years, a training program in recognizing the symptoms of concussions and head injuries from the regional department of health or a training program authorized for interscholastic athletic competition.

Section 4. Effectiveness
1. This act is effective six months after its passage in parliament.

to ensure domestic tranquility

Section 1 (Title)
i. The title of this Act shall be, the "Internal Security Act."
ii. As it appears in this legislation, "White supremacy" and "White supremacist" refer to any person, group, or ideology who assert the biological, intellectual, or cultural supremacy of the White race with respect to other races, or advocating for separation or segregation on the basis of race.
iii. As it appears in this legislation, "anti-democratic" refers to any person, group, or ideology who advocate for the seizure of civil or military power by any except peaceful and democratic means.

Section 2 (Internal Security Commission)
i. The first minister shall appoint the members of a special commission under the purview of the Ministry of Justice to investigate the extent of White supremacist and anti-democratic influence within law enforcement and the Frémont National Guard.
ii. The style of the commission shall be, the Internal Security Commission (ISC).
iii. The commission shall have full authority to make all inquiries regarding the affiliation of commonwealth, state, and municipal police and officers and enlisted men of the Frémont National Guard with White supremacist or anti-democratic groups.
iv. The commission shall furthermore have full authority to make all inquiries regarding the acceptance of White supremacy or anti-democratic views by commonwealth, state, and municipal police and officers and enlisted men of the Frémont National Guard.
v. No later than 1 July 2021, the commission shall submit a final report to the first minister and the minister for justice recommending the dismissal of police, officers, and enlisted men found to be affiliated with White supremacist and anti-democratic groups, or to harbor White supremacist or anti-democratic views.
(a) Police, officers, and enlisted men shall have a right to appeal their dismissal to the commission.
vi. Beginning 1 January 2023, and every second year thereafter, the commission shall make regular biannual reviews of law enforcement and the Frémont National Guard.

Section 3 (Screening of new hires)
i. All persons hired as police by the Commonwealth of Frémont, the states and municipalities thereof, and all who enlist in the Frémont National Guard, or are commissioned officers thereof, shall submit to a background check by the ISC, and if discovered to be affiliated with any White supremacist or anti-democratic group, or to harbor such sympathies, shall be immediately dismissed, or dishonorably discharged.

Section 2. Targeted Advertising Campaigns to Promote Vaccination
1. ## shall be allocated for targeted public advertising campaigns to encourage residents of Frémont to get vaccinated for covid-19, with the goal being to maximize support for vaccination among targeted groups and also the general population.
2. These campaigns will be highlighted by a selection of medical doctors, first responders, scientists, community leaders, religious figures, and cultural role models that target groups considered most likely to listen to the message of each figure.
3. Targeted campaigns will make use of television, social media, other internet, and print mediums.

Section 3. Vaccine Distribution Priorities
1. The first phase of vaccine distribution will include people who work in health care settings considered at high risk of exposure to infectious disease, residents and workers in long term care facilities, and first responders in high risk areas.
2. The second phase will include all health care workers, first responders, essential workers, individuals over 65, and individuals from 16-64 with medical conditions considered high risk of severe complications by the Center for Disease Control.
3. The third phase will include the general population.

Section 4. Vaccine Distribution Infrastructure
1. ## shall be allocated for the purchase of orders of FDA approved vaccines for each phase of distribution and equipment designed specifically for those vaccines to be provided for approved distribution centers and storage facilities.
2. Healthcare workers at approved distribution centers must be trained to properly store and administer the vaccine to patients.
3. A central website will be designed and maintained for the purpose of streamlining registration and appointments for the covid-19 vaccine, as well as organizing distribution centers with servers built to withstand heavy traffic from across the region.

Section 5. Effectiveness
1. This act is effective immediately upon its passage in parliament.
