I second the motion to suspend debate. However, because I am an unapologetic pedant and believe all legislation needs a sponsor, I will also move to assume sponsorship. Representatives have 24 hours to object to either motion.

If Tack's explanation was good enough for Yankee, it's good enough for me. Let's get this through and get to writing the actual budget (and I would hope House members are paying attention to this).
