I wonder if it had something to do with the large Puerto Rican population in Willimantic (town of Windham).

Its quite blue collar and also more rural.  If you look at population densities, both Litchfeld and Windham county are typical of exurbs and less than half the state's population density.

I was a bit perplexed as well. This is the only New England county I was surprised by.
