I have a question about the NE gub run-off. I know in many runoffs, voters are only allowed to choose from the top two candidates from the original, but the ballot for this one allows for write ins and NOTA. Is this correct?

Sadly, yes.  In fact write ins caused another tie in the NE gov. run-off of June 2004.  There is almost no legislation regarding the run-off, simply that it must take place and when.  I looked long and hard for something saying that only the top 2 could be chosen, but no.

Well, the thing that made me ask the question is this:

Well the next question I ask is, and it might sound stupid, are write ins candidates? I remember in the past (when I had a pretty decent write in showing) Ernest instructed me to sign in on the declaration thread.

Unfortunately the problem I see is this. While we have the added benefit of not implementing a Louisiana style system, where someone needs 50%...we still need a plurality. Given that maybe 20 people will vote this weekend, the odds of a tie are much higher than they would be if we had 200 or 2000 people voting.

Even if we just had a 2 line ballot, we could still have a tie. Its not really a matter of how many lines we allow, but the fact that voting in this region seems to be very rigid and with very few dramatic swings.

I'll leave it to you as Chief Judge to make these decisions regarding elections. I am not sure what is the correct method. I seem to remember in the past no write ins, I could be mistaken.

That only applies to my Senate vot not my Presidential vote correct?
correct.  Technically, you have cast a write-in for WMS for the Northeast Senate race, but since he is not a resident of the Northeast, he can't be our Senator, even if he were to accept the votes.  I'm not certain what would happen if he were to accept the write-in votes and win, but since I doubt that would happen I won't worry about it. (This being Atlasia, I'm not certain it would never happen,)

1 - EarlAW/Speed of Sound (eliminated due to fewer preferences)

With both Earl and SoS voting for their ticket it gets recognized as a write-in and Earl gave that ticket a 1st preference which then flows to Ebowed/Q in the next round.
