anyways i am against any abortion act that limits a womans options in cases of rape, incest and the mothers health.
none of these bills will do that, because they all set arbitrary time limits.

There is a point, once my previously proposed amendments have been debated and either passed or put down I may propose an amendment on the grounds of rape or incest, however, it seems unlikely those would pass as many say if they want an abortion in that case they have plenty of time to do it in.

That may not always be the case though.
what if a woman who is 7 months pregnant is diagnosed with a problem that will kill her if she gives birth?
without the right to choose in such a case she is simply a victim of a state sponsored death penalty.

I believe that the original Bill does make exceptions for the mother's health and, if my amendment passes, will also include exceptions for the foetus' health.

That is correct, there is a provision for an exception for the health of the mother, if there were not, I would oppose this bill and would veto it.

the 150 day limit is too arbitrary for me.

I believe 150 days is meant to equate to 5 months with 30 days being taken as months, I am unsure as to why the Senator did not propose after the second trimester.

Would you care to make a speech outlining your concerns and possible improvements or on why you oppose this bill Senator Texasgurl?

5 months was a compromise, the original bill called for a ban after 3 months but I deemed this as much too restrictive. Also, 5 months is the earliest time in a pregnancy at which a fetus has ever been born and has survived outside the mother's womb.

This, to me, is a very significant cutoff, as beyond this point in the pregnancy, we are no longer talking about something that is merely a part of the woman's body anymore, but rather it has at least the potential to survive fully on its own without the mother.

As I argue in another board, I believe that consciousness is the most important point where life begins. The Medical Research Council in Britain, which is about as objective source as I could find, says this (pain) "may" begin at 20 weeks. In the interests of caution, I therefore I support this bill, but prefer 150 days be changed to 140 days.

I am not sure, I don't think there is anything about it in the Constitution.

You could try to set a precedent? Bump it up and declare that you re-submit it or something, however, bear in mind Gustaf doesn't become President till the end of the month.

The Senate seems to be done debating this so I would like to call a vote first on the two amendments that were proposed by John F. Kennedy on the fifteenth of June.

The Amendments are as follows:

First Amendment to the Act

No legal abortions are permitted after the 150th day of pregnancy, unless a certified medical Doctor proclaims the life or health of the woman or her unborn baby to be in question.

Second Amendment to the Act

No legal abortions are permitted after the 150th day of pregnancy, unless a certified medical Practitioner with expertise in this area  proclaims the life or health of a woman to be in question.

Please Vote either aye or noe on the first Amendment and then aye or no on the second Amendment.

We shall hold off voting on the actual Act until the Amendments have either passed or been defeated.

If any Senator wishes they may make a closing statement regarding this Act before voting.

*steps to the floor*

I believe both amendments are reasonable and exceptional proposals, and that at this stage in the pregnancy, the baby is there, it can feel pain, and it deserves to live. I vote aye on both the first and second amendment to the bill.

I propose the following amendment:

No legal abortions are permitted after the 20th week of pregnancy, unless a certified medical Doctor proclaims the life or health of the woman or her unborn baby to be in question.

When considering whether to use 150 days or 20 weeks, I encourage all senators to read part 3.1-3.4 of the following report. It is only 4 paragraphs.

In light the study presented by Beet, I would support changing the cutoff to 140 days (20 weeks) instead of 150. 10 days doesn't matter much, and I agree that if the fetus can feel pain it should not be killed unless absolutely necessary.

I wouldn't support restricting it anymore than 140 days, however, as this does not give the woman enough time in many circumstances to make up her mind, find a doctor willing to perform the abortion, get time off of work for travel if need be, and travel the often great distances required of some in rural areas to get to an abortion clinic.

Uh oh, Boss has resorted to all caps in his typing. That's usually a sign of desperation and instability... Wink

I support the Bill's passage, though.
