I would just make it clear to the government and the people of N Korea that if they attack the US the result for them will be annihilation.  Iwould also make sure that we either have or are doing everything possible to develop a missle defense system capable of stopping at least a small attack from a fruitcake country like N Korea.

John Dibble's idea is good one but I would also inform the Korean people that money being spent by their government on nukes is money not being spent on food and useful consumer goods.
