How do you differentiate?

And while much of Nixon's foreign policy is reprehensible, I think the overall framework is worth consideration.

Seems like HW Bush did put in more emphasis on the promotion of human rights than Nixon did but just did it in a more realist way.

This is not hard. Neocons have some questionable foreign policy views, usually along with standard centre-right positions on most other things. Paleocons, on the other hand, are unreconstructed bigots who want to haul you back a few centuries whether you like it or not, and often hold bizarre conspiratorial views.
