Could the Biden team file a lawsuit against the Trump Administration for refusing the transition process and force them to cooperate? I mean, it's in the books and right now they're likely breaking the law. Presidential Transition Act requires an administration to cooperate if there is an apparent winner of the election. Of course, the definition of apparent could be questionable, but there is hardly a case to make that Trump has not been defeated.

I realize such a step may be received as divisive and Joe Biden doesn't want to do this, but on the other hand, Trump has gotten away with too many nonsense without consequences. If he and his enablers refuse to follow the law, courts have to step in.

Yes they could and the possibility has already been discussed. I imagine if they hold out much longer, they might do it.
