The case for Biden being less military interventionist than his predecessors

So if you were to argue that Biden as president will reject the neo conservative type interventionist arguments and not get us into new wars what would be your arguments. I've got 1) his repentance for his vote for the 2003 and his seeming disavowal of the Libyan civil war. But the mere fact that he voted for the Iraq war I find disturbing in that it didn't take a rocket scientist to see that it was a contrived excuse for war.  And in his disavowal of Libya he correctly mentioned that there was no exit strategy. Fair enough, but how about clearly condemning the whole idea of using NATO to intervene in a civil war in the first place. Don't believe he's ever said anything like that.
  Of his potential Sec of State, Defense, NSA people who would be the best possible candidates for an anti interventionist to root for?

The Natl Guard is being used to control violence and control Covid, as of now it can't be put on offense to denuclearize our advarsary like Iran and N.Korea.

It's a hard time to be in military and they have to deal with Covid, not ideal for youngsters whom want to fight wars have to be surrounded by Covid patients
