While Iron Range is swinging towards Trump, why is Cook County going the opposite way?  Is it a popular tourist area instead?

The far north shore of MN is a scenic tourist destination anchored by Grand Marais. The county has the highest educational attainment of any county in the Arrowhead region and the entirety of Greater Minnesota except Olmsted county (Rochester)
