I'm directing the Central Intelligence Agency to plot and carry out an assassination on Eritrean President Isaias Afwerki. The attempt on President Afwerki's life shall be planned and executed by the top minds in the entire Agency.

Section 1. Title

This legislation may be cited as the National Silver Alert Act.

Section 2. Definitions

In this Act:

1. MISSING SENIOR - The term "missing senior" refers to any individual who -

(A) is reported to, or identified by, a law enforcement agency as a missing person; and

(B) meets the requirements to be designated as a missing senior, as determined by the Region or State in which the individual is reported or identified as a missing person.

Section 3. Silver Alert Communications Network

(A) The Attorney General shall, subject to the availability of appropriations, establish a national Silver Alert communications network within the Department of Justice to provide assistance to regional, state, and local search efforts for missing seniors through the initiation, facilitation, and promotion of local elements of the network (known as Silver Alert plans) in coordination with Regions, States, units of local government, law enforcement agencies, and other concerned entities with expertise in providing services to seniors.

(B) Coordination with AMBER Alert Network. - In establishing the Silver Alert Network under subsection (A), the Attorney General shall ensure that, when feasible, the Silver Alert Network is able to operate in coordination with the AMBER Alert communications network, to maximize the efficiency of both networks.

(C) The Attorney General shall designate an individual of the Department of Justice to act as the national coordinator of the Silver Alert communications network.

Section 4. Duties of the Coordinator

The Coordinator shall -

(1) work with States to encourage the development of additional Silver Alert plans in the network;

(2) establish voluntary guidelines for States to use in developing Silver Alert plans that will promote compatible and integrated Silver Alert plans throughout the Republic of Atlasia, including-

(A) a list of the resources necessary to establish a Silver Alert plan;

(B) criteria for evaluating whether a situation warrants issuing a Silver Alert, taking into consideration the need for the use of such Alerts to be limited in scope because the effectiveness of the Silver Alert communications network may be affected by overuse, including criteria to determine -

(i) whether the mental capacity of a senior who is missing, and the circumstances of his or her disappearance, warrant the issuance of a Silver Alert; and

(ii) whether the individual who reports that a senior is missing is an appropriate and credible source on which to base the issuance of a Silver Alert;

(iii) a description of the appropriate uses of the Silver Alert name to readily identify the nature of search efforts for missing seniors; and

(iv) recommendations on how to protect the privacy, dignity, independence, and autonomy of any missing senior who may be the subject of a Silver Alert;

(3) develop proposed protocols for efforts to recover missing seniors and to reduce the number of seniors who are reported missing, including protocols for procedures that are needed from the time of initial notification of a law enforcement agency that the senior is missing through the time of the return of the senior to family, guardian, or domicile, as appropriate, including -

(A) public safety communications protocol;

(B) case management protocol;

(C) command center operations;

(D) reunification protocol; and

(E) incident review, evaluation, debriefing, and public information procedures;

(4) work with Regions and States to ensure appropriate regional coordination of various elements of the network

Section 5. Funding

(A) $25 million shall be available to the Department of Justice for the purpose of providing matching grants for regions and states to establish Silver Alert programs and necessary equipment purchases, such as electronic highway signs. Grants will only be given to regions that have established a Silver Alert plan and comply with the recommendations of the Justice Department.

2.) The Atigun, Hulahula, Kongakut, and Marsh Fork Canning rivers are also granted protections under this act.

A Statement

The Atlasian government condemns so-called President of Paflagonia Adolf von Kummerspeck and urges a swift end to the conflict and for Mr. von Kummerspeck to be brought to justice.

The death of President Afwerki of Eritrea is a positive step for democracy in East Africa. I hope that the Eritrean people will bring a swift end to the atrocities of the previous regime.

Section 3. Removal of credit union lending cap

1. To ensure that all available business credit is deployable during and after the COVID-19 crisis:

(A) The 12.5% cap on total assets for credit union members' business lending portfolios shall be eliminated, provided that the extension of credit does not seriously threaten the safety and soundness of the insured credit union.

Section 4. Rulemaking

Not later than the end of the 30-day period beginning on the date of the enactment of this Act, the National Credit Union Administration Board shall issue regulations to define when such extension of credit does not seriously threaten the safety and soundness of the applicable insured credit union.

Policing and anti-terror training from the Government of Atlasia that the Secretary of State sends to congress a resolution certifying that the following conditions have been met.

The criteria

A respect for democracy and the rule of law.

Protections and Equality for but not limited to the following groups and individuals: religious groups and faiths, LGBT+ individuals, gender, those with disabilities and those from indingeous backgrounds.

Protections for the natural environment and a proactive plan to reduce carbon emissions.

The freedom of the press and the right to peacefully protest and assemble.

2.) In light of the above criteria the following countries are hereby barred from purchasing either non-lethal or lethal arms from Atlasia or from receiving military or policing training; either in their own country or in Atlasia.

2D.) Brunei
2E.) Belarus
2F.) Egypt

I'm granting a commutation of sentence to Dustin John Higgs, of Maryland, to time served with release set for Feb. 1, 2021. There are far too many questions surrounding the situation and in any case he's been imprisoned for over 20 years.

To encourage the transition of the Atlasian economy towards a decarbonized future by discouraging the use of fossil fuels[/s]


Be it enacted in both houses of Congress Assembled,

No subsidies for Fossil Fuels Act



1. After the passage of this bill, the federal government of the Republic of Atlasia may not subsidize the extraction, usage or sale of any hydrocarbon based fuels, nor of coal. All currently existing federal subsidies on hydrocarbon fuels and coal shall be phased out.

2. Federal funding for fossil fuel subsidies shall be re-allocated in the following manner:
a. 60% to waivers for energy bills of families of combined income lower than $43,000 a year,
b. 20% to subsidies for renewable energy research, and
c. 20% to subsidies for renewable energy construction.

Statement on Vaccine Rollout

The vaccine rollout is currently being led by Attorney General Truman. Under my directive, the Attorney General recently posted guidelines for the administration of the Covid vaccine. I'm hoping for a smooth, quick process and to get the entire population vaccinated by the end of the summer.

SECTION III: VACCINE PRODUCTION.

Section V(c) of the Support for Frontline Workers of the 2019-2020 Coronavirus Pandemic Resolution shall be amended as follows:

  (i) Testing equipment.
  (ii) Personal protective equipment.

SECTION IV: APPROPRIATING FUNDS FOR VACCINE PURCHASES

(a) $7,000,000,000 shall be appropriated to the Department of Internal Affairs for the purchase of doses of COVID-19 vaccines.


SECTION V: IMPLEMENTATION.

(a) This act shall take effect immediately upon passage.

To establish after-school youth development programs across the nation by strengthening employment preparation skills, career exploration, career development, and workforce opportunities

Be it ordained by the HOUSE OF REPRESENTATIVES:
Quote
Section 1. Title
a. The title of this legislation shall be the Youth Preparedness Act of 2020

Section 2. Purpose
The purpose of this Act is to establish or expand activities to—

a. Increase access and opportunities for youth to obtain the education and training that youth need to succeed in the labor market;
b. Support engagement in and the integration of programs and activities offered during out-of-school-time hours through the workforce investment, education, and economic development systems;
c. Improve the quality of the workforce and meet the skill requirements of employers;
d. Engage employers in addressing the training, skill, and employment needs of youth and youth jobseekers, and fostering opportunities for connection and economic mobility; and
e. Include younger youth in the education and workforce investment activities in an age and developmentally appropriate manner.

Section 3. Definitions

As defined in this Act:

a. Community-based organization
    i. The term community-based organization means a youth-serving private nonprofit organization (which may not include a faith-based organization) that—
    ii. is representative of a community or a significant segment of a community;
    iii. has demonstrated expertise and effectiveness in workforce development; and
    iv. has demonstrated expertise—
    v. in the planning and delivery of education, training, and related activities that are included in a career pathway;
    vi. in forging coordination and cooperation between educators and other members of the community; and
    vii. in development and implementation of data systems that measure the progress of students and outcomes of career pathways.
b. An independent council shall determine if a Community-based organization meets these standards
    i. These councils will consist of appointees by governors at the state level.

Section 4. Establishment
a. This act shall hereby establish a Workforce readiness program.
The term workforce readiness program means an out-of-school-time program that—
    i. Meets the requirements of section 3;
    ii. is offered by a community-based organization of an eligible entity or a related covered partnership; and
    iii. is intended to help prepare eligible youth for the workforce.

Section 5. Grant program establishment

a. Grants
Using the amounts made available under section 9, the Secretary shall award grants, on a competitive basis, to eligible entities.
b. General use of funds
Grants shall be awarded on a competitive basis, to assist eligible entities in planning, developing, and implementing nationwide, comprehensive workforce readiness programs, that are—
    i. in out-of-school-time programs;
    ii. carried out by community-based organizations of the eligible entity or related covered partnerships; and
    iii. for eligible youth.
c. Periods of grants
Grants will be awarded for periods of not less than 3 years and not more than 5 years.
