This is of course purely anecdotal, but my sister's boyfriend, who is Moroccan and looks similar to Mohammed bin Salman (certainly more similar to him than to say, Bashar al-Assad), apparently considers himself "White".

But seriously, he is actually Moroccan and was born in Morocco. However, for your information, I also have friends who are fully of Italian ancestry with basically that same skin tone.
