Good question, the constitution gives no answer to that (I checked it out: p. 213). In California, Arnold Schwarzenegger was seated about 40 days after the election (October 7, 2003, November 17, 2003). I think in this case it may be "in time" rather than a fixed date, as its the case with senators and representatives who win a special election.
