If I'm not mistaken, that's the limo of the vice president. At least I saw couple of photos from Joe Biden using this car when he was vice president. Probably not unusual under certain circumstances. The plane Trump used for California and Wisconsin last month was actually Air Force Two (the actual Air Force One has two turbines per wing, this one just had one per wing).
