Weird how no one has mentioned that if the Pennsylvania legislature were to try to amend Pennsylvania's statute on elector selection Wolf could just veto the bill and that's the end.

Would that be the same in MI and WI as well or are there veto-proof majorities there? Those two and Florida are my biggest concern.
That's true in those states as well as North Carolina.

Can he? I don't think the Constitution even mentions state level vetos. It does say the manner of the appointment of the electors is determined by the legislature. Unless it's just assumed that's part of legislative action.

I think the idea is the following: PA almost certainly has a law that its electors will be appointed in accordance with the popular vote in the state, and that represents the "determination of the state legislature" that the Constitution specifies. Under that interpretation, in order for the legislature to change its determination, it would have to pass a new law overriding this law, which of course Wolf (D-PA) would veto.

In Michigan, after the vote is certified by election authorities it is the Governor who officially certifies the electors and gives them their certificates. That's mostly ceremonial, but it's still very important because the legislature has no authority to certify the electors and Whitmer can easily ignore any alternative slate they push and certify the real electors.

In Wisconsin, the law is very clear that voters are voting for electors even though said electors are not listed on the ballot. A vote for a candidate is a vote for their set of electors. There is nothing about selecting alternate electors.

It would take a change in state laws for Republicans to pull that off and they do not have veto proof majorities to change the laws in either of these states.
