The biggest thing that needs to happen is cops that do any of the following need to face an automatic lifetime ban from ever being a cop again that takes effect immediately:


1. Excessive use of force

2. Use of prohibited techniques (kneeling on someone’s neck is an example, but these need to be clearly and unambiguously enumerated)

3. Witnessing another cop doing any action covered under point 1 or 2 and failing to report the offense to appropriate authorities

4. Covering up for one’s own or another cop’s violation of point 1, 2, or 3, including but not limited to the withholding, destruction, or delay in presenting evidence, retaliation against a cop for reporting said misconduct, or intimidation of witnesses

5. Witnessing a cop doing any of 1-3 above resulting in the victim’s death or great bodily harm and failing to intervene on behalf of the victim

Any cop who does any of the above is a danger to society and should never be trusted to serve as a police officer again, anywhere in the United States. If individual police officers were held accountable for their actions, we wouldn’t even be talking about any of this other stuff.

Anyway, ending qualified immunity (obviously), demilitarisation (this goes in tandem with disarmament), and while not necessarily more training, definitely a different kind of training. The whole "police culture" is so rotten to the bone that I doubt doing more conflict resolution training (which they've already tried in many cases) would help much. I am interested in an alternative to the police for low-level crimes, but I would have to see a more specific policy. I don't really see how adding more minority cops would help anything though, especially since some PDs (NY, Atlanta, etc.) are already majority non-white.

Training about the Equal Protection Clause of the Fourteenth Amendment, so that cops learn more about the illegality of racism in doing their work. Teach cops that it is unconstitutional to treat blacks worse than whites.

If I'm limited to only 5 options...

#1. Police unions are one of the biggest obstacles to reform. Their unions are more of a brotherhood/fraternity rather than a regular union. Massive social pressure to not report bad cops, leadership protecting bad cops, and resistance to meaningful change... If you want to accomplish literally anything else on this list, then their unions have to go.

#2. Get rid of qualified immunity. This is another no-brainer, and remains one of the biggest hurdles in prosecuting cops who do awful things while on duty.

#4. Alternatives to cops for non-serious situations. I don't see any reason why we need a police officer for a wellness check or a suicidal person. Get social workers and mental health professionals.

#9. Ban chokeholds. Another no-brainer, this is barbaric and unnecessary.

#13. Mandatory bodycams. Everyone should agree to this. It can help prove a bad cop's guilt or a good cop's innocence.

I'm not sure that more training is the answer, but they need better training.

For example, apparently the cop who arrested Sandra Bland followed his training exactly, as he was taught that fast food wrappers in the car = probably a drug runner. Giving him more hours of training wouldn't have helped if it was more of that nonsense. Racist police departments are going to train cops to be racist individually.
