An act to provide funding to local governments for public transportation projects

1. Grants for Transit
a) The Lincoln Department of Transportation and Infrastructure shall establish the Office of Public Transportation Grants (OPTG)
b) Municipal, County, and State level governments shall be able to submit plans for public transportion expansion (Including but not limited to Buses, Light Rail, Metro, and Passenger Rail) to the OPTG
c) For each Fiscal Year, the OPTG is hereby tasked with reviewing proposals submitted and selecting projects to provide full or partial funding based on merit and financial need
2. Funding
a) The Region of Lincoln shall establish a tax on gasoline and diesel fuel of $0.40 per gallon which shall be used to fund the OPTG
b) For each fiscal year, the OPTG must allocate all gasoline and diesel tax revenue to grants
  b1) The OPTG may choose to allocate additional funding for grants up to 100% of gasoline and diesel tax revenue
3. Timing
a) This act shall take effect at the start of the next fiscal year following its passage

As I've said before (and so this doesn't get buried), this goal of this bill is to encourage local governments to expand their public transportation systems by providing funding for such projects. In particular, I want to encourage smaller cities that often feel unable to build out public transportation to expand by relieving them of much of the fiscal burden that often kills projects.

No issues with this, and I’ve tried reforming transportation before and it failed both times, so interested to see where this goes, though I will support it.
